Registration of foreign students Ghent - Academic Year 2009-2010

1,650 foreign students are expected mid-August and half in September 2009. To avoid long waiting periods trying to contact the civil service at Gent Centrum, you will find below some guidelines.

- An application at the civil service consists of four steps:
a. Completing the information form on line
b. Determination of residence by the police.
c. Application for the card: after the address has been confirmed by the police the students are given an appointment by the civil service to complete their file and application for an electronic identity card.
d. Collect ID card.

- Requirements
• The form must be completed in Dutch.
• Available on the website: form in Dutch and a form in Dutch with English translation and identical layout.
• Institutions ask a fast processing from the moment students arrive and therefore are asked to assist students to complete the documents.
• For specific target groups such as the Erasmus Mundus student, the educational institutions are asked for extra support to complete the online application form.
If there are errors in this form, the application errors are included and send sent
to Brussels resulting in longer delays.
• Most common mistakes: name, surname, birth place and - date.
PLEASE USE THE INFORMATION SUCH AS ON THE OFFICIAL PASSPORT!
• The completed form can be sent via email to the civil service.
• A confirmation mail of reception (in English)  will be sent by the civil service. 
• At the civil service, the applications of foreign students are processed separately by two persons.
• The non-European students are taken first
b. Home Determination (Gent center)

• The Civil Service hands over the application files to the the police for determining the address and they are demanded to pass by after 18:00 or during the weekends.
• In cooperation with the responsibles of the University homes a solution will be found to determine the adresses of residing students at the homes. In this way, more time is liberated to determine the addresses of students residing in private houses.
• In case of absence an English written card will be posted.
A copy of the card will be sent to the educational institution.
• The educational institutions are supposed to support the students in making appointments in the process of finding a house.
c. Application of permit of residence: completing file and e-ID applications.
• After the address confirmation by the police the students are given an appointment by the civil service to complete application of the electronic identity card.
• Two civil servants are appointed to follow up foreign students / residence permit.

From October 15, two civil servants will work by appointment at a separate location for the reception of students and to complete the dossier.
Caution: this is only for Gent Centrum (to relief Gent Zuid).
Location: Dutch Polder or St Peter's Square 'House of the student'. ('Huis van de student')

Card: practical
After the address confirmation, a mail will be sent from the civil service  to the student (in English): 

• confirmation of registration / address;

• State register number (sometimes important for insurance and ...);

• Annex 15 (in Dutch, as evidence that they have applied for registration in case of police checks ...);

• Appointment date for the completion of the file and applications of the electronic identity card.

IMPORTANT: During the pilot project 'register at another location' is found that 1 in 3 students do not show up for an appointment or too late and even a day later ... and these students want to be helped immediately.
Problem: every half hour, an appointment is made. If students do not show up, these employees cannot work (since they are in a different location than their regular workplace). It is therefore difficult to justify a separate "counter students' organization at another location.
Who fails to fulfill his/her appointment, moves to the next free appointment moment. (sometimes weeks later)

d. Permit pick-up - Gent Centrum

Permit and e-card pick up at the fast counter.

Opening a bank account

KBC: New rules from 2012 onwards.
 Minimum requirements to open an account:
  • Valid ID/passport
  • Current house rent contract
  • Attestation of enrollment (student can print it himself at OASIS)
  • Copie of student contract or Consortium invitation
  • Minimum period is 50 montghs
  • Put 50 EUR on the new account. Student must bring it cash.
  • Personal email address and Mobile nr.

 
 
 
So far it does not apply in other banks
